BACKGROUND
- October
2003, Human Resources and Skills Development (HRSDC) announced
the Aboriginal
Skills Employment Partnership Program (ASEP), a five
year, 85-million dollar initiative;
-
January 2004, JBET received conditional approval from HRSDC,
pending finalization of a Attawapiskat IBA and Federal and
Provincial Environmental Assessment Approval;
-
August 2005, Federal Environment Assessment approved;
-
November 2005, signing of Impact Benefit Agreement between
Attawapiskat First Nation and DeBeers Canada;
-
November 2005, Incorporation of the James Bay Employment
and Training Services under the provincial corporation act;

February 2006, signing of the contribution agreement between
HRSDC and JBET for 7.8 million dollars;
-
May 2006 is the official month of the start of training
courses to date.

May 2006, AESP approved a one year extension to March 2009
for all AESP Projects including JBET;
JBET
is a non-for-profit duly incorporated entity under the authority
of the Province of Ontario and includes, as partners to
JBET, De Beers Canada and the Attawapiskat, Fort Albany,
Kashechewan, Moose Cree, and Weenusk First Nations. Northern
College and the Attawapiskat Training Center will be the JBET
training partners. The ongoing work and future development
of the diamond deposit at the Victor Mine Site in northern
Ontario provides the impetus for dramatic educational and
employment change in the five Cree coastal communities along
James Bay and the town of Moosonee.
Training is to be offered to obtain jobs at the Victor Diamond
Project through all phases of its development, continued advanced
exploration (current phase); construction (post environmental
assessment approval) and operations (post construction).
The goal of the strategy is to prepare the Aboriginal workforce
to take advantage of the opportunity that the mine will bring.
The construction phase of the project will provide time and
opportunity to prepare the Aboriginal labour force through
the provision of education, training and work experience interventions.
The construction and operation phases are where the bulk of
the work experience will be obtained. To be successful, the
strategy will identify in a very clear and concise manner
the demand for labour during both the construction and operation
phases against the supply of labour to the project and potential
external jobs.
This
strategy attaches the highest priority to providing training
benefits, which will facilitate Aboriginal employment at the
mine. Access to training which leads to sustainable employment
over the life of the mine will ensure that there is a positive
benefit of development for the communities. In order to obtain
jobs many individuals will require a combination of basic
education, technical training, life skills training, job-specific
training and ongoing skills development.
Providing
early access to training for these skills combined with an
effective scholastic and employee retention program is an
essential method that this strategy will use.

CORPORATE/PROJECT
OVERVIEW
The Victor
Diamond Project is a proposed open pit diamond mine located
approximately 90 km west of the First Nation community of
Attawapiskat in the James Bay lowland region of northern Ontario.
The Project
has an estimated life of 16 years including a 3-year construction
phase, an 11-year operations phase, and a 2-year decommissioning
phase. The kimberlite ore will be extracted from an approximately
200 m deep open pit and processed on site to release the diamonds.
Processing is primarily by physical means (crushing, screening,
fines separation, magnetic separation, and x-ray and laser
sorting). Wells will be established to dewater the rock at
the open pit, and allow safe mining to occur. Some of this
water will be moderately saline, and will be piped to the
Attawapiskat River for discharge.
