SUBJECT: CHANGES TO THE MIGRATORY BIRDS CONVENTION ACT

WHEREAS the Mushkegowuk First Nations possess aboriginal and treaty rights to hunt migratory birds;

WHEREAS the courts of Canada have recognized the priority of these hunting rights over the Migratory Birds Convention Act;
WHEREAS the government of Canada through Canadian Wildlife Service is planning to negotiate changes to the Migratory Birds

Convention Act to legalize a spring hunt for northern user groups both aboriginal and non-aboriginal;
WHEREAS the negotiation of changes for non-aboriginal groups may delay and interfere with the just recognition of aboriginal and treaty hunting rights;

THEREFORE BE IT RESOLVED THAT the position of the Mushkegowuk First Nations regarding changes to the Migratory Bird Convention Act be that these negotiations should be solely for the purpose of Canada
officially recognizing our traditional and aboriginal right to hunt migratory birds.
