WHEREAS Mushkegowuk Council represents the First Nation communities of Attawapiskat, Kashechewan, Fort Albany and Moose Cree, as the proponent to improve telecommunication services to meet the current and future needs of Mushkegowuk Council residents and communities on Western James Bay;
WHEREAS Mushkegowuk Council accepted the feasibility study entitled the "Western James Bay Telecom Report October 2003" that identified options to improve telecom services to Mushkegowuk residents;
WHEREAS Mushkegowuk Council received Band Council Resolutions and letters of support from First Nation communities to issue a Request for Proposals from service providers and to prepare the business plan to Industry Canada's Broadband for Rural and Northern Development (BRAND) and request for financial support to construct the network;

WHEREAS the First Nation Councils are represented by their respective Chiefs on the Steering Committee

developing the Western James Bay Telecom Network;
WHEREAS Mushkegowuk Council will receive and review proposals from telecom service providers to improve telecommunications to the First Nation communities.
THEREFORE BE IT RESOLVED that the First Nation Councils of Attawapiskat, Kashechewan, Fort Albany and Moose Cree provide access to the service structures as required in their respective communities to enable the delivery of telecommunication services to meet the current and future educational, medical, business and on-line services for residents of the Mushkegowuk communities.
