Resolution No. 2003-09-24

POLICING NEGOTIATIONS 2003

WHEREAS on May 6, 2003, the Nishnawbe Aski Nation, Canada and Ontario reached an agreement on the terms of a one year enhanced extension to the NAN policing agreement;

WHEREAS the NAN Chiefs in Assembly endorsed this one year enhanced extension; and

WHEREAS Canada has indicated its desire for a two year extension due to the large budget increase in addition to the fact that half of the one year extension had already lapsed;

WHEREAS the Nishnawbe Aski Nation Chief Negotiator and Deputy Grand Chief Goyce Kakegamic have agreed in principle to Canada's proposal contingent on:

All NAN Chiefs be notified of the two year extension prior to the Nishnawbe Aski Nation Grand Chief signing the agreement.

The Nishnawbe Aski Nation Grand Chief would sign the agreement subject to retroactive approval by the NAN Chiefs in Assembly who are scheduled to meet in November 2003.

THEREFORE BE IT RESOLVED that the Mushkegowuk Chiefs in Assembly support the proposed two year extension and support the conditions set out by Nishnawbe Aski Nation prior to signing of the Nishnawbe Aski Nation Policing agreement.

BE IT FURTHER RESOLVED that the negotiations for a multi year agreement are to continue and would provide for such items as employment, capital funding, housing, legislation and jurisdiction.
