Nishnawbe Aski Police Service Review -Draft Report

WHEREAS through Resolution No. 2005-09-22, the Assembly directed the Mushkegowuk Grand Chief and Executive to undertake an independent Review and Analysis of the Nishnawbe Aski Police Service (NAPS) specific to the communities of Mushkegowuk and to explore the possibility of a future Mushkegowuk Policing Services; and

WHEREAS the retained consultant services of Allan Pelletier & Associates presented to this Assembly a Draft Report containing the preliminary findings from the community consultations of the current status of policing services within Mushkegowuk; and

WHEREAS the preliminary findings communicate the harsh realities of the lack of policing services in the communities and the lack of support and capacity building services for the policing staff in the communities; and

WHEREAS the Assembly acknowledged that the Nishnawbe Aski Police Service organization continues to experience under funding that impacts the effectiveness and quality of services available to member First Nation communities; and

WHEREAS the Assembly acknowledges the draft NAPS Review and Analysis presented at this Assembly and accepts its finding in principle; and

WHEREAS the final report is expected to be completed in October 2006;

THEREFORE BE IT RESOLVED that the Assembly directs the Mushkegowuk Council of Chiefs to receive the final NAPS Review and Analysis Report commissioned by Mushkegowuk Council and hereby mandates the Grand Chief and Executive to undertake the necessary steps to begin to address and implement the recommendations.
