Mushkegowuk Council Deficit

WHEREAS the Mushkegowuk Council Audit Report ending March 2007 indicates an overall organizational deficit of $3,357,433.00 and;

WHEREAS an amount of $2,344,669.00 of the overall deficit is directly attributed to funds expended by Mushkegowuk Council on behalf of the community of Kashechewan and its Renovation Project, and;

WHEREAS Mushkegowuk Council incurred this deficit acting in good faith for the assistance of and on behalf of Indian and Northern Affairs Canada (INAC) in the implementation and completion of the Kashechewan Renovation Project, and;

WHEREAS Mushkegowuk Council will incur an additional deficit in 2007-08 due to interest fees and the absence of administration fees as a result of financing the implementation of the Kashechewan Renovation Project, and;

WHEREAS Mushkegowuk Council has repeatedly requested that INAC acknowledge in writing its full commitment to the overall costs incurred by Mushkegowuk Council acting in the best interests of the Department, and;

WHEREAS this Assembly directs the Grand Chief's office to pursue full reimbursement of

the project costs incurred for the Kashechewan Renovation Project and Flood Recovery Project;

THEREFORE BE IT RESOLVED that the Chiefs and Delegates in Assembly mandate the Grand Chief and Chief of Kashechewan demand from the Department of Indian and Northern Affairs Canada full reimbursement of all costs associated with the management of the Kashechewan Renovation Project including the Flood Recovery Project on behalf of the Kashechewan First Nation, and;

FURTHER BE IT RESOLVED that INAC include an administration fee to cover the additional expenses that will be incurred in 2007-08 by Mushkegowuk Council.
