Moosonee to Otter Rapids Winter Road

WHEREAS certain worksites used by DeBeers Canada in the Moose Cree First Nation traditional territory have been left in an unrestored state, including some with quantities of logs and debris. These sites appear not to meet the applicable environmental requirements, and are contrary to the spirit of use and sharing of our land and of restoration to pre-construction status; and

WHEREAS a practical way to clean up these sites would be to build a temporary winter road from Moosonee to Otter Rapids along the transmission line corridor utilized by DeBeers Canada during the 2008 winter season to assist in removal of remaining logs and debris; and

WHEREAS the temporary winter road would provide additional community benefits for all First Nations in the region;

THEREFORE BE IT RESOLVED that Mushkegowuk Council support the important request of the Moose Cree First Nation for the construction and maintenance of a temporary winter road from Moosonee south to Otter Rapids, funded by DeBeers Canada, to enable clean up of worksites used by DeBeers, and to provide additional community benefits;

AND BE IT FURTHER RESOLVED that the winter road be built along the transmission corridor used by DeBeers in the 2008 winter

season, and be built to, and maintained at, a standard suitable for hauling logs and debris from the worksites to points north and south.
