Canada/Ontario Emergency
Management Services Review and Reimbursement of Attawapiskat
Emergency Expenditures
WHEREAS a 1992 Canada/Ontario Agreement was established to arrange how emergencies in First Nations in Ontario would be managed, and according to that Agreement the Ontario Emergency Measures Office manages emergency situations in First Nations in Ontario, and Canada (INAC) reimburses for those costs; and
WHEREAS the Attawapiskat First Nation was required to evacuate its community in 2009 due to soil contamination, but INAC has not fully reimbursed the Attawapiskat First Nation for those evacuation costs; and
WHEREAS the1992 Canada/Ontario Agreement does not provide for an adequate role for First Nations in emergency management procedures;
THEREFORE BE IT RESOLVED THAT
the 1992 Canada/Ontario Emergency Management Agreement is no longer adequate and requires updating; and
BE IT FURTHER RESOLVED THAT the 1992 Canada/Ontario Emergency
Management Agreement should be changed to a tri-partite agreement to formally include First Nations; and
BE IT FURTHER RESOLVED THAT
the Mushkegowuk Chiefs in Assembly strongly urge that INAC fully reimburse the Attawapiskat First Nation of the community evacuation costs arising from the 2009 contamination emergency.
