Review of Health Governance and the Weeneebayko Area Health Integration Framework Agreement

WHEREAS the Fort Albany First Nation, Kashechewan First Nation, Attawapiskat First Nation, Weenusk First Nation, the Town of Moosonee and the Federal and Provincial governments signed onto the Weeneebayko Area Health Integration Framework Agreement (WAHIFA) on August 31, 2007;

WHEREAS the Moose Cree First Nation (MCFN) is not a signatory to • the WAHIFA, however, the MCFN supports working collectively with all First Nation communities within the Omushkego area to address health issues and challenges;

WHEREAS significant concerns have been expressed with regards to health governance, the WAHIFA and health service delivery within the Omushkego area;

THEREFORE BE IT RESOLVED that a comprehensive review of the effectiveness of the WAHIFA, including a review of how the WAHIFA has impacted First Nation treaty rights and to identify the steps that need to be taken in order to

improve health programs and health service delivery in the Omushkego area will be undertaken;

FURTHER BE IT RESOLVED that this review will be undertaken by the First Nations of the Omushkego area through the Mushkegowuk Council, and not under the auspices of the Weeneebayko Area Health Authority and/or the North­East LHINs;

FINALLY BE IT RESOLVED that as part of the process to review health governance, the WAHIFA and health service delivery within the Omushkego area, the Mushkegowuk Council be directed to organize a Health Forum before the end of March 2014 for the purposes of facilitating discussions on all health concerns and priorities.
