Resolution No. 2021-11-11

Support for Land-Based After Care/Wellness Framework

WHEREAS the Mushkegowuk Council approved the development of the Mushkegowuk Task Force for Healthier Communities in 2017 with a mandate to address issues around illicit drugs; and

WHEREAS Mushkegowuk Council has received approval for funding for a Land-Based Detox Program in 2018, from the Choose Life Program of Indigenous Services Canada (ISC); and

WHEREAS Indigenous Services Canada has not recognized our urgent need to continue with Land Based Detox and has erected systemic and institutional barriers in accessing the funding for two years while our citizens languished in addictions, opioid deaths, suicide, and mental health challenges; and

WHEREAS Indigenous children suffer from the effects of the Residential School Era and the Sixties scoop through their parent's traumas making them highly susceptible to chronic disease, social and mental health conditions; and

WHEREAS Mushkegowuk Okimawiwin Minopimatisiwinik Atoskawikamik (O.M.A) has identified the need for the development of an Aftercare & Wellness Framework as expressed by our citizens by way of the Emergency Summit recommendations; and

WHEREAS Mushkegowuk O.M.A recognizes and developed the professional oversight requirements necessary to ensure the safety of our clients through Medical Directives and Professional Staff;

THEREFORE, BE IT RESOLVED that Mushkegowuk Health continue with the development of the Aftercare/Wellness Framework to include programming and services for the Land-Based Detox Program; and

THEREFORE, BE IT FURTHER RESOLVED

that the funding being sought by Mushkegowuk Council to support the Land Based Detox and Aftercare & Wellness Program is without prejudice to the First Nations in the Mushkegowuk area and their efforts to obtain funding for Land Based Healing and Treatment programs; and

THEREFORE, BE IT FURTHER RESOLVED

that Mushkegowuk Council of Chiefs continue to support Mushkegowuk O.M.A in establishing partnerships with the Timmins and District Hospital and Weeneebayko Area Health Authority in the provision of addiction treatment, aftercare and wrap-around-supports; and

THEREFORE, BE IT FURTHER RESOLVED

that this Mamowihitowin of the Omushkegowuk mandates the Office of the Grand Chief and Deputy Grand Chief to advocate with the Federal Government for the continued funding for the Land Based Detox and Aftercare & Wellness Program beyond March 31, 2022.
