RESOLUTION NO. 1993-03

Subject: Hydro Power Needs

WHEREAS the communities of Fort Albany, Kashechewan, Attawapiskat and Peawanuck have great difficulty meeting the electrical needs of the community members and community organizations due to poor equipment and lack of access to the hydro grid;

AND WHEREAS this is a serious obstacle for all families, community businesses, community service organizations, and First Nation Governments;

AND WHEREAS an adequate supply of energy is basic infrastructure required for effective community economic development and to meet basic housing needs;

AND WHEREAS all Mushkegowuk communities are without control over electrical supply whether part of the southern grid or dependent upon diesel generation;

AND WHEREAS there is a need to assert local control over energy policies, programs and development;

AND WHEREAS there is a need to continue discussions, and to take action, with regards to increasing energy supply through access to the southern grid, improved diesel generation and/or complementary mechanisms such as wind energy, solar energy or run

of the river projects;

AND WHEREAS there is a need to continue discussions, and to take action, with regards to managing energy demands by providing access to energy efficient equipment for all households and organizations;

AND WHEREAS Ontario Hydro has made a commitment to purchase locally generated alternative energy which provides an opportunity for communities to run a business for community profit;

THEREFORE BE IT RESOLVED that Mushkegowuk council will seek funding to hire an Alternative Energy Analyst who will work with the northern communities to develop and implement action plans with regards to meeting the local energy needs and where possible to generate community revenues, and to work with all of the communities to assert local control over energy development facilities, programs and policies;

AND BE IT FURTHER RESOLVED that the Government of Ontario and Ontario Hydro will provide funding to enable this work to be carried out.
