RESOLUTION NO. 1998-08-14
SUBJECT: INDEBTEDNESS AND CAPITAL SHORTFALL PROGRAM
WHEREAS the Mushkegowuk Chiefs in Assembly recognize that the existing process of hiring external consulting agencies for co-management or third party management services is not working to the satisfaction of First Nation communities;
WHEREAS consulting firms do not promote capacity building or skill transfers within First Nation administrative staff, which results in ongoing financial concerns;
WHEREAS a NAN indebtedness and Working Capital Program has been developed that addresses the requirements for co-managers and third party managers in a way that is more responsive to First Nation needs and that will focus on capacity building and skill transference;
THEREFORE BE IT RESOLVED that the Mushkegowuk Chiefs in Assembly hereby agree in principle with the creation of an indebtedness and Working Capital Program, and mandate Mushkegowuk Council executive and staff to lobby INAC for funding that will facilitate the implementation of the Program.
