RESOLUTION NO. 1998-08-18

SUBJECT: TRANSFER OF ALCOHOL ABUSE TREATMENT PROGRAM

WHEREAS the Sagashtawao Healing Lodge is presently operating an alcohol abuse treatment program in Mushkegowuk territory, together with Medical Services Branch of the Department of Indian Affairs and Northern Development;

WHEREAS Medical Services Branch is planning to withdraw from the direct provision of services to First Nation members, including alcohol abuse treatment programs;

WHEREAS Sagashtawao Healing Lodge was advised two years ago as part of that process that it would have to be prepared to assume full and complete responsibility for its program within eight years;

WHEREAS the existing MSB and Treasury Board management and financial policies make administration and planning for the Sagashtawao Healing Lodge difficult;

WHEREAS Sagashtawao Healing Lodge is presently able and desiring to assume full and complete responsibility for its programs and assets, in a process to begin immediately;

WHEREAS the Board of Sagashtawao Healing Lodge has indicated its wish to begin a process of assuming full responsibility immediately;

THEREFORE BE IT RESOLVED that the Mushkegowuk Chiefs in Assembly fully support the desire of Sagashtawao Healing Lodge to begin immediately a process leading as soon as possible to the Lodge fully taking over Lodge assets and responsibility for its program.
