Support for Moose Cree First Nation's Bid for a New Arrangement Regarding Indigenous Labour Marketing Program Funding

WHEREAS the Moose Cree First Nation (MCFN) intends to maximize the benefits from all available resources, including Resource Development Agreements, to provide effective and quality training and employment services to all -MCFN members;

WHEREAS MCFN Chief and Council have determined that the indirect access to past federal labour market delivery mechanisms (such as the recent Aboriginal Skills and Employment Training Strategy and First Nations Job Fund), and lack of local authority over the management of funds and program development has hampered their efforts to provide the consistent, thorough, and high quality programming that is required to meet their expanding workforce development needs;

WHEREAS MCFN seeks a renewed relationship with Canada in this age of reconciliation with regards to Indigenous labour market program funding, and specifically, MCFN is seeking a multi-year, block transfer funding arrangement with Employment

and Social Development Canada (ESDC) under the recently announced Indigenous Skills and Employment Training Strategy, which will enable MCFN to enhance its existing employment and training efforts and management capacity, resulting in a significant increase in the employment prospects for MCFN members, and a sufficiently prepared and available labour market that can meet the demand of industries operating in their territory;

THEREFORE BE IT RESOLVED that this Kihchinakishkatowin (Special Assembly) of the Omushkegowuk supports Moose Cree First Nation's determination to engage in a new relationship with ESDC, and assume full management of its labour market programming and any associated funding, and encourages Mamo­Nuskomitowin (Wabun Tribal Council), ESDC, and any other related agencies and authorities to cooperate with MCFN so that it may achieve a direct funding relationship with the federal government under the Indigenous Skills and Employment Training Strategy.
